Georgian Energy Development Fund (GEDF) is a joint stock company established by Government of Georgia (GoG) on December 13, 2010. GEDF is created in order to facilitate investment in and development of the country’s renewable energy sector.

GEDF is committed to supplying clean and renewable energy in support of the economic and social development of the country by development of the abundant energy resources. Growing energy demand in Georgia and neighboring countries shows the lucrative opportunities in energy sales within the country as well as in export.
The Georgian Energy Development Fund (GEDF) intends to procure contracts for implementation of a wind farm with a capacity of up to 20 MW located at about 70 km in the West of Tbilisi and 6 km North of Gori. To this end, the wind farm will be procured under 2 separate lots/contracts on a turnkey, fixed price bases with a total estimated cost up to 25 mln. Euro.
The design/construction component of the project consists of the construction of a 20 MW wind farm and its connection to the national grid on a turnkey , fixed price basis for two Lots/contracts, tentatively comprising:
Lot 1: Wind turbines, towers, and SCADA System (Remote Monitoring and Control), including wind farm management system to supply grid services. Service agreement with warranty period over two to five years, with options for extending the agreement to a maximum of fifteen years.
Lot 2: Wind farm internal grid with the interfaces at the wind turbine and at the medium voltage side of the medium/high voltage substation, including transformer station foundations, trenching, etc. Civil works, i.e. the construction of roads, hardstands, foundations, drainage systems and service area (Main Control building, Store Building for Spare Parts and Workshop). The medium/high voltage substation and the connection to the transmission line is not subject to the present contracts.
Tendering for Lot 1 contract is expected to begin in the 2nd quarter of 2015, and for the Lot 2 to commence during 3rd quarter of 2015.
Contracts to be financed with the proceeds of a loan from banks and equity contribution by GEDF and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under law of official regulation of the Purchasers’ country.
